Like so many, they are using quotation marks “incorrectly”.
It’s the same meaning as style – as in ‘Italian-style sauce’. ie, not Italian at all really. “Value” actually doesn’t mean value, it means Safeway’s definition of the word value for the purposes of this particular meaningless piece of advertising.

Of course! Who among us can forget veal-style calamari?
I thought it might be “value” as in: That ham sandwich was really “interesting”.
My favourite use of quotes is in movie advertising where they say “A life-changing experience!” and then never give any attribution:
since when have Safeway been the “fresh food people”?
I thought that was Woolworth’s slogan…
Woolworth’s is Safeway down here, Nurse Myra. There is no “difference”. Or perhaps, there is “no†difference.
A certain Sydney theatre impresario used to put glowing quotes on his publicity. If asked who said it, he would say “I said it, darling”. I’ll tell you his name, if you promise to keep it a secret.
Yep. Universal Head’s hit the nail on the um… head. Not to worry: prolly just the latest bug infecting advertising copywriters. They’ll get over it. I remember a few years back when the same thing happened to graphic designers. All of a sudden every new logo was an ellipse…
